targeted killings only escalate terror action because they are viewed as weakness and an unwillingness to fully engage. Targeted killings are only effective when you are fully engaged for the purpose of creating disorganization in the enemy ranks by injecting fear into the leadership. If there is no engagement, however, the killings emobolden more would be leaders to come forward and demonstrate their strength. Why isn’t Israel smart enough to see that what they are doing is counerproductive as these latest missile launches prove? Now if Israel wants to take out a Hamas target and then possibly carpet bomb his funeral, I would say that they are on the right track.
