Protestors Erect tents in E1 as Obama Arrives in Israel
JPost – Dozens of Palestinians erected protest tents in the E1 region between Ma’ale Adumim and Jerusalem in the West Bank on Wednesday, Israel Radio reported.
The protesters flew a large Palestinian flag and hung a photo of US President Barack Obama on one of the tents. Around 150 Palestinians came to the site and put up a number of smaller tents.

The Oslo Accords gave Israel control over Area C (including E1)-not sovereignty…so construction there would be a clear violation.
As it is the ground that Ma’ale Adumim sits on was to be conferred on Israel Only AFTER the completion of the agreement as to the division of Jerusalem.
So in effect using Ma’ale Adumin as a pretext is in itself using a violation to secure another violation.
Perhaps a fait accompli..or might makes right..

If it was Israel’s intention to never divide Jerusalem in any way then it entered into and signed the Agreements under false pretexts

The interpretation of civil control is ambiguous -nevertheless the E1 area and the adjacent Ma’ale Adumin were the area to be conferred after the Jerusalem agreement-as such it could not have been an Area C until a formal transfer-at which time it would become an integral part of Israel.
