During a routine patrol to identify illegal migrants on Monday, something out of the ordinary caught the attention of three Israeli Police Officers.

“During a routine patrol I started hearing this weak voice from one of the valleys, so I went over to check it out,” said Staff-Sergeant Rivia Bloom.

What Bloom and two others discovered near the refugee camp of Shuafat in East Jerusalem shook them to their core: four puppies were tied tightly to one another by their necks with coarse thread, dehydrated and starving.

“I have never encountered such abuse against animals so young and helpless,” said Bloom. “Some of the puppies barely even responded until we gave them water.”

According to Walla! News, the officers took the puppies back to their station and are seeking a warm home to adopt them.
