During a routine patrol to identify illegal migrants on Monday, something out of the ordinary caught the attention of three Israeli Police Officers.

“During a routine patrol I started hearing this weak voice from one of the valleys, so I went over to check it out,” said Staff-Sergeant Rivia Bloom.

What Bloom and two others discovered near the refugee camp of Shuafat in East Jerusalem shook them to their core: four puppies were tied tightly to one another by their necks with coarse thread, dehydrated and starving.

“I have never encountered such abuse against animals so young and helpless,” said Bloom. “Some of the puppies barely even responded until we gave them water.”

According to Walla! News, the officers took the puppies back to their station and are seeking a warm home to adopt them.
