Texans Brace for Strengthening Hurricane Harvey as Trump Warns Locals to ‘Be Safe’

The 5 p.m. ET advisory from the National Hurricane Center says that some areas of the middle and upper Texas coast could see 40 inches of rain through Wednesday, an increase of five inches from the previous advisory. It said maximum sustained winds in the Category 3 hurricane had increased to 125 mph.
