A former British Army officer who served in Bosnia, Northern Ireland and the Middle East, Andrew Fox is now a Research Fellow with the pro-democracy British think-tank, the Henry Jackson Society. In December 2024, Fox authored a study that dismantled the casualty figures published by the Hamas-controlled Health Ministry in Gaza, which does not distinguish between terrorist and civilian casualties and fatalities. The ministry's figures "have been overstated," Fox's research demonstrated. "The data behind their figures contains natural deaths, deaths from before this conflict began, and deaths of those killed by Hamas itself; it contains no mention of Hamas combatant fatalities; and it overstates the number of women and children killed." Fox has also been a vocal opponent of rising antisemitism in the UK, declaring that the problem of Jew-hatred "is not a problem for the Jewish community to solve alone. It is a stain on all of us — a threat to the freedoms and decency we hold dear."
