    With Charity for ALL
Much of the Jewish giving within Israel and to Israel ends up in those communities and segments of israeli society that need it least..The jewish Communities of European origin.
Is it Tzedekah to give to where it is not NEEDED ?-There is implicit in tzedekah a component of need..otherwise it is a gift.
Jewish giving from abroad to Only Jewish recipients in Israel neglects the needs of 20% of Israeli society who are not Jews and Moreover much of the giving ends up in segments of the society where it ends up as just icing on the cake.
Medical care is given to is universally given within Isreal..there are many other conduits of giving to assist the WHOLE population so that all can benefit.
Charity must take thought..where and how it will be used and will the recipient truely benefit…and is it NEEDED.
NO NEED=NO Tzedekah -it is a gift
