Times of Israel – Prime Minister Benjamin Netanyahu vowed on Monday night to put a stop to Iran’s nuclear program by whatever means necessary — even in outright defiance of American objections — if neither sanctions, nor other international action, achieves that goal.

    Any good dinner party needs special guests. A reconvened NPT Conference without Iran or Israel would be like the Teddy Bear’s Picnic without any Grizzlies. The Helsinki proposal is a trial balloon. Preferred date and place is Monday May 20th 2013 in Jerusalem. An overarching vision and plan to phase out nuclear weapons by 2025 enunciated. This track becomes the international central organising principle. All nations agree and sign off on the initiative. Timeline : Jan. 28th 2013 – Four day conference. (The conference only needs to be four days. The long term program can be worked out and discussed beforehand. The peace deliberations at Westphalia to end the Thirty Years War involved set piece large meetings and smaller gatherings combined with the lines of communication being opened.) Agreements signed. Nuclear energy fostered whilst proliferation is halted; 2013/2014 IAEA’s annual budget expanded to $10 Billion. Staff numbers increased to 25,000. Including : Management, Inspectors, Monitors, Dismantlers (Model is Pantex plant USA) etc. IAEA structure upgraded; 2015/2016 – Inspections of all nations facilities; 2017 to 2023- Dismantlement program in percentage wise, return the chips to the dealer fashion; Dec. 2023 – Last nuclear weapon dismantled; 2024 – Signing off ceremonies. 2025 onwards – Ongoing monitoring, oversight, management of nuclear energy industry.
