This Caspian Sea launch is a major threat to the proposed oil pipeline routes across the sea from the Central Asian former SSRs to Azerbaijan.
Azerbaijan is a major source of Israel’s oil as the Wests.

There are also territorial disputes in the sea itself.
The strategic focusof the launch seems to be to keep that Central Asian oil in the Iranian-Russian-China orbit.
