New York Times – Bill de Blasio said he needed no backup plan: skeptics aside, Albany would approve his plan to raise taxes on the rich.

Joseph J. Lhota looked incredulous. “You know why he says something like that?” he asked, testily. “He has never managed anything but political campaigns.””Real leaders,” Mr. Lhota added dismissively, “not only have a Plan B, but they have a Plan C.”
