The signing of the new 10-year memorandum of understanding (MOU) on US security assistance to Israel might serve as a “trigger mechanism” for a new American-led Israeli-Palestinian peace initiative before President Barack Obama leaves the White House in January, a former State Department Middle East negotiator told The Algemeiner on Wednesday.

The new MOU, Aaron David Miller — a vice president at the Wilson Center think tank in Washington — said, “lays the predicate for the Obama administration that it is extremely attuned to Israel’s security needs and requirements.” This, Miller claimed, provides the administration “a certain measure of cover” if it goes ahead with a peace initiative.

Miller explained what he sees as possible scenarios.

“The most ambitious move would be a UN Security Council resolution that would effectively replace Resolution 242 and set the parameters of a settlement,” he said. “But I don’t see that happening, in large part because I don’t understand the point, and there are politics involved. If Hillary Clinton wins the election, I don’t think she wants to be shackled by what would essentially be seen, from the viewpoint of the Israeli government and Republicans in the US, as a declaration of war. She’s not Obama. I think that, as a Clinton, she would have a tendency not to want to put Prime Minister Benjamin Netanyahu in a corner.”

What is far more likely, Miller predicted, is a “speech given by the president that would lay out in a detailed fashion America’s views on what constitutes the basis for a two-state solution, probably complete with a road map of steps the Israelis and Palestinians would be obligated to take to create an environment conducive for negotiations.”

In any case, Miller said, Obama “will likely do something” in the Israeli-Palestinian realm before his term in office is over.

“I can’t imagine that the president, let alone [Secretary of State] John Kerry, will be able to leave this one alone,” he said.

However, Miller cautioned, any US initiative would be “virtual, just words.”

“The chances I think of anything happening in the next six months, barring some epiphany on the part Netanyahu or [Palestinian Authority President] Mahmoud Abbas, are slim to none,” he said.

As reported by The Algemeiner, Netanyahu expressed concerns last month to a visiting bipartisan delegation of US foreign policy experts about a potential Obama peace initiative during the lame-duck period between the election on Nov. 8 and the inauguration of the next president on Jan. 20.

    There is nothing of substance in that hope. The Zionist caudillo Netenyahu has used every trick in his bag to blackmail the US to give him money…even to the point of meddling in internal US affairs and trying to unseat a US president.
    We don’t need friends like him & his mafia. It’s a bad deal and if Miller thinks it will bring peace, well let him think again.

      The reality is that there never was a Palestinian state, and because there really isn’t a Palestinian people, there never should be. The notion of creating a Palestinian state IS the problem, and thus creating one cannot be a solution to anything.

Historically, under the Obama administration, the “road map” is for Israel and not the Palestinians. “Negotiations” means “capitulation” for the Israeli’s, “mass slaughter of Jews” for the Palestinians.

    When the U.N. passes a resolution it is only a recommendation. If accepted by the parties it becomes a valid agreement and or Treaty.

    In the case of Israel and the Arabs, the U.N. passed a resolution in 1947 for implementing international law of 1920, the sovereignty of the Jewish State West of the Jordan River and an Arab State that was established on the East Bank of the Jordan River violating international law, named Jordan after WWI. The Arabs did not accept the U.N. resolution (which is only a recommendation and has no validity today) of 1947 for a Jewish State and an Arab State. Thus the resolution is not binding. As such Israel’s rights to the land falls back to the terms in the San Remo Treaty of 1920 which delineated The Mandate for Palestine to the Jewish people with all its terms without any deviation. It also is substantiated by the Faisal Weizmann Agreement of January 3, 1919.

    If anyone is contesting the legitimacy and sovereignty of the territorial boundaries assigned based on the San Remo Treaty of 1920 and the Treaty of Sevres of 1920 Article 95 and Lausanne. You now have to contest and question the legitimacy and sovereignty including the territorial boundaries of the 21 Arab State created by the same Allied powers including Transjordan (Jordan) a new Arab state.

    Therefore if you accept the 21 Arab States and Jordan as assigned by the Allied Powers after WWI, you must accept Israel’s sovereignty and boundaries as stated in the San Remo Treaty, which incorporated the Balfour Declaration as International Law. The San Remo Treaty of 1920 assigned the Mandate for Palestine entirely which includes Jerusalem to the Jewish people. The terms of the San Remo Treaty of 1920 are valid in perpetuity.

    The over a million Jewish families and their children terrorized and expelled from the Arab countries were resettled in Israel, while all their assets were confiscated by the Arabs, which included; personal assets, businesses, homes and about 120,000 sq. km. (6 times the size of Israel) of Jewish owned land for over 2,000 years; valued today in the trillions of dollars.

    As an American negotiator I would expect Israel to request additional funds as the full extent of Iranian support of Hezbollah missile improvements becomes known. Hezbollah is adding to their force quantitatively to where they are above 150,000 missiles. They are improving the guidance precision and the explosive/penetration capabilities of their missiles. Unfortunately, they are being funded by the United States who has released untraceable funds that are being utilized by the Iranian Revolutionary guard Corps to support Hezbollah and to support the infiltration of both South America and Africa.

    to be clear: the MOU is not a “trigger” or “trigger mechanism” or a “predicate.” what it could become in the hands of fools who are playing in a game that they know nothing about is cover for an initiative that will defy actual (as opposed to the popular graphic novel fantasy of) international law, insist that Israel has no rights in Jerusalem, Judea and Samaria, and that could place Israel in serious danger. on other words, for a Rose Garden moment, stupid demands can be made of Israel.

    as for Miller: he remains committed to the fantasy that “if we could just get these two stubborn leaders to sign a document requiring Israel abandonment of an important part of its capital and its ancient patrimony, everything would be great.” that’s Miller’s latest Mother Goose delusion, it’s the delusion that popped up after the gaza disengagement delusion.

    here’s a hint for Mr. Miller: Judea and Samaria and the Old City of Jerusalem were illegally occupied by Jordan. under Jordanian control, EVERY SINGLE JEW was either murdered or exiled. that’s how these sites of traditional Jewish habitation became “traditionally Arab.” now, Miller wants to vindicate those Jordanian atrocities by restoring the product of those atrocities “just get the Jews out (everything will be fine).”

    when, in ’67, the Jordanians attacked Israel, the Jews reclaimed Judea and Samara and East Jerusalem…you know, Mr. Miller, like the Temple Mount, the Jewish Quarter, the Mount of Olives, the Western Wall, etc., etc. now, one guesses that the “often wrong but never in doubt” Miller thinks that the Jews have got to go or, if, on sufferance, they are by some device permitted to stay, they have to pay dearly for it…I mean, more than the precious lives that were lost because of relentless Palestinian Arab hatred and terrorism.

    Miller thinks that he’s smart. maybe, he is. but, he remains shackled to a fantasy that has very dangerous implications for the Jews. the Palestinian Arabs know it. Mr. Miller does not. certainly, the dummies at Foggy Bottom and the EOB seem stuck skipping down the yellow brick road, very much in need of a brain, a heart, and some courage.

  • Let me get this straight. Obama lifts sanctions against Iran that were effective and didn’t require military action. Obama unfreezes one hundred billion dollars of Iranian funds, plus another 400 million in ransom money. Even though the Iranians tell Obama to his face that regardless of any “deal,” Iran will still hate the U.S., still continue with their quest to acquire nuclear weapons, still fund their own terrorist group Hezbollah, to travel the world and cause death and destruction, and will continue to do everything in their power to destroy Israel.Even though Obama boycotted Netanyahu’s speech to congress and commanded people in his administration to do the same. The Palestinians still have a terrorist group coalition government. Somehow all of these facts will be magically forgotten? Hopefully, Netanyahu will be smart enough to let the clock run out on the Obama administration and say the first step towards improving relations is for the Palestinians to elect a reform minded, legitimate government and until this government becomes a reality, there isn’t anything to talk about. Only in our mixed up, depraved world is a 30 billion dollar military aide package to Israel, expected to offset the tremendous peril that the one hundred and fifty billion capitulation to the Iranians caused.

Every time Netanyahu built another toilet, Hillary yelled at him and threatened to remove aid. She didn’t threaten Abbas, the Ayatollahs, the Saudis, Assad,.. Her wrath was always on Netanyahu. Jews should not back Hillary if they want Israel to remain a viable democracy. She’s not any better than O bum a. O bum a is an enemy of Israel.       … and HOW does Israel participate in ANOTHER round of “peace negotiations” that can ONLY OCCUR (according to Abbas) with the PRE-CONDITION that a “palestinian” state (e.g., A 23rd Muslim country) MUST be “Judenrein” … [i.e., empty of Jews] – ‘ethnically cleansed,’ … UNACCEPTABLE to ANY country in the Western Hemisphere (one would HOPE!) – Just HOW does THIS WORK, Mr. President BHO?

IF it is included, then it gives Obama a tick of approval as he leaves, and Israel achieves this huge benefit which renders it vietually invulnerable. Plus the world is looking increasingly to Israel to assist in fighting Islamic terrorism. And many around the world are recognising Israel as an oasis amongst the chaos…
